What does it actually do?

Fun to try out. These eye pads are especially fun to try out with your friends. They look a bit strange, but that's understandable, because there are so many different eye shapes. The pads are especially cooling (and wet). I don't notice any difference after picking it up. So don't expect these eye pads to work wonders. Especially fun to try out and I think it's nice to cool if you have some puffy eyes.
